Mumbles Community Council has developed a comprehensive
Committee system, working to the cycle of the calendar month.
All matters for Council decision are required to be considered
first by the relevant Committee.
Councillors are assigned to the Committees of their choice, reflecting
their particular interests.
Each Committee is responsible for appointing its own Chair and
other officers as Councillors consider necessary (e.g. Deputy Chair,
Secretary).
Local administrative practices vary, but the Mumbles convention
is for each Committee Chair to take personal responsibility for
the preparation of the Committee's agenda and Minutes.
Other Councillors, even if not assigned to a particular Committee,
may attend its meetings, but only the assigned Councillors may vote.
The Committee proceedings are entirely the responsibility of the
Councillors, without participation by the Clerk. (except by invitation of the Committee).
The Council's Committees meet each month, and their reports and
recommendations are submitted to the monthly full Council (which
meets on the second Tuesday evening of every calendar month, including
August).
Executive authorisation
A Committee may be authorised by Council to take executive action,
and to incur expenditure, on behalf of the Council. A specific Resolution
of the Council is required, however, for such executive authority
to be effective. Ordinarily, the only power of a Committee is to
make a recommendation to full Council for any action proposed, and
executive action may be taken only by full Council.
